Why do I have to give up anything to sync my files locally. Groove.exe did not have this rule - it is so stupid.
If you see a lock icon on synced files in File Explorer, it means the files are synced read-only. You might not have permission to edit the files, or the library might require checkout or have required columns or metadata. If you change the files on your computer, the changes won’t sync.

You need to revert back to Groove.exe
You also need to Change the Value of SPOTEAMSITERESTREICTIONS to 0 as well

I have the same issue. Some folders have files which are locked (read-only) and some others not, in the same library. So the check out settings would apply to the whole library which does not explain this behavior.

Because you have those options turned on your library, you need to turn off required metadata column or the force checkout option on your library and you will be able to sync normally.
