SVN issues with on demand sync
With the new client on fall creators update (the one with on demand sync) basically no SVN clients I've tried can see that a svn versioned folder is actually versioned.
VS can, but them it has it own share of problems not opening some files inside a onedrive folder (when on demand is active).
Even if I chose to make the folder always synced it makes no difference. The only think I tried that solved the problem was deactivating on demand syncing from the client altogether.
For now I've had problems with Visual Studio and SVN clients opening files from onedrive when on demand is activated. That tells me it's not as transparent to other applications as it was touted, and likely there are others applications that will break too.

Just discovered the same problem (in June 2019). I have not attempted to turn off sync-on-demand on the client though. I did however attempt the "always keep on this device" option, to no avail.
In the end we just decided to allow the SVN repository to be the "real true master" copy, and then just periodically checkout or re-checkout down to the syncing onedrive path.
I appreciate your post, I was dealing with svn issues and disabling On Demand feature resolved my problems, thanks.
