If not "One Product" ... at least One Way...

Q: What is this "One" all of us discuss? And what is behind it?
Is it "One = Single" Product? or any "single" independent thing?
I struggle to understand this "ONE"...
A: There is no "one". :) Yet. But maybe it could be "One way" ...
Windows is not just a kernel - it's a service too. It should provide necessary help to do your job - Like Cortana - when accessing some API's.
But what Cortana can do if there is no API to use?
So here is my problem: Let's take the basic thing we do with our Machines:
Reading and Writing a text: We have Notepad build in, BUT no reference to Office (or other 3'rd party viewer)
Browsing: we have IE BUT no reference to other Browsers.
Visualization: VBox, VMWare BUT no reference to Hiper-V
ISO - how can I mount an ISO (there is no help here)
.vma, mp3, avi, mpeg... how I open those files?
Azure... Where is ANY reference to it?
Visual Studio?
SO? There is any way I could right click a "strange" file and get a Recommendation for Opening it? "Open With... -> Recommend -> ..."
There is any way I could access a MS (even a not free) service or a 3'rd party app one directly from Windows?
Where are all those (tiles) services/apps MS is working on?
