Open Office Draw locks files in such a way that OneDrive basically pauses. Locked files should be skipped, not waited for.
Open Office Draw locks files in such a way that OneDrive Sync hangs up until Open Office Draw is closed. Open document in Word Online, will at the same time not save automatically. All this starts working just as soon as Open Office Draw is closed.
Whatever the locking mechanism is, files in this state should be logged / noted / etc, but skipped by OneDrive sync.

I'd like to bump this topic as I was going to make one myself.
It's a issue if OneDrive creates a queue of changed files, but decides to wait for the file on the top to stop being locked by another process before it continues down the queue.
Ideally locked files would be pushed to the bottom of the queue so newer modified files would get prioritized and uploaded quicker.
