Allow increasing a site's quota when at capacity..
With the current product limits, administrators are unable to manage a user's my-site quota after they have already hit quota. The solution involves contacting the end user and asking them to clear out enough content to get the site back under quota or creating a ticket to support to process the request by way of an escalation to PG. If administrators were able to bump up a user's quota while it was currently at quota we could avoid the extra steps of having to ask an end user to delete content or creating a support request, when the need to increase a user's quota arises.
An admin should never have to reach out to a user to do anything in order to increase quota.
