since over a year has gone bye without any comment (as is usual for sensible suggestions) - i can only share what i did:
download boxcryptor and encrypt all folders that contain images but should not be in fotos.
it is a completely a**-backwards approach to solve a problem that only exists because the OneDrive client lacks basic functionality but it works.
since i do not need those other folders on my phone there is no issue for me - but if you do you can use the free boxcryptor account on two devices and an android client is available, allowing you to decrypt and access those files on your phone too.
still an ugly and roundabout way to do things but it was the only way for me to actually have a Foto galery that merits the name on my phone.

so true - the Foto section works great - but it is utterly useless if your family holiday is disrupted by the pictures you used in your last slide, music art, random downloaded files and a bunch of game icons and images from your games folder which you also sync to documents.
a simple option to either define included or excluded folders would be enough to elevate this to a perfectly fine Foto viewer.
without this it is useless.
i have actually taken to encrypting my download and work folders not for security reasons - there is nothing in there that is security relevant - but just to get rid of this awful non-feature in the android app. of course that causes other issues but i prefer to be able to watch my personal Fotos without having to look for them in a mountain of cr*p
