This is still an issue, please fix this. On my surface pro, OneDrive periodically restarts or glitches in a way that causes it to start syncing every folder in the cloud and then I am unable to deselect the folders I don't want on my hard drive as I get the "Sorry, your changes couldn't be saved. Some of the items you tried to stop syncing aren't in OneDrive yet. Please wait for them to finish uploading and fix and sync problems, and then try making changes again later." I used to be able to quickly deselect folders after everything started syncing but now that won't work and it seems the only solution would be unlink OneDrive and backup everything remaining on the hard drive to an external hard drive just in case (for the second time in six months) and then delete it all from the hard drive and relink OneDrive and try to turn off folders before they all start syncing again. I am loosing a huge amount of faith that OneDrive is actually protecting my files...
