As an aside: my company has adopted some of the fancy device management functionality that partitions your storage and application execution for security. That is great, but that also means that I cannot make use of any other locally installed plain-old-text-file editor app. It must be built in functionality to be available for OneDrive files.

A possible alternative: Microsoft could create and publish a super simple equivalent to Windows Notepad (no frills, good at just one thing: plaintext editing) and make it easy and desirable for our admins to add that to the Intune company portal so that OneDrive will be able to 'share' with that little app.

I did not have your exact symptoms, but I did have some other trouble with working copy not being recognized as such when checkout was within a onedrive sync folder (from SPO). Again not sure if related or not, but there was this other feedback issue raised:

Just discovered the same problem (in June 2019). I have not attempted to turn off sync-on-demand on the client though. I did however attempt the "always keep on this device" option, to no avail.
In the end we just decided to allow the SVN repository to be the "real true master" copy, and then just periodically checkout or re-checkout down to the syncing onedrive path.
