Google offers 15GB, but everything uses that storage. Gmail, Original Quality Photos, Android Phone Backups, etc. Its like iCloud.
Outlook.com isn't hosted in your OneDrive Storage Quota, among other things.
The only thing they should thing about doing is allowing Office Files and OneNote notebooks to use no Quota - like Google does on Drive for native documents.
Also, the ability to upload "high quality" photos and videos for free short-circuits a huge space waster on Google's service. To compete with that, Microsoft would basically have to offer hundreds of GBs of storage for free.
